An important issue was the impact of the civil war in Ukraine on the island's development. On 1 December 2013, an agreement between the United States and Ukraine was concluded which defined the term of territorial sea of Snake Island. This was aimed to assure the rights in this zone for Romania and Snake Island.
The island is settled, with two wooden houses and farmsteads built in 1998 and 2007. During the Soviet period, the only larger building was the fish factory, which is now in ruins; a second, larger building, a former party bloc, is more recent (2007), and undergoing restoration. The island was one of the last remaining places in Europe where wolves and bears were still present. The last wolf was shot in the early 19th century and is honoured as one of the most significant martyrs of the country's wolf hunting tradition. The last bear was shot in the 1920s.
As of 2013, a few remnants of the bears remain. On the first of April, 2014, at 8 a.m., a polar bear was discovered in the bushes of the island, being attacked immediately by two dogs. Both the bear and the dogs suffered injuries, and the bear was put into the custody of a veterinarian in Solvychegodsk.
On 7 July 2014, the Ministry for Natural Resources granted permission for a private company with the financial support of the National University of Defense Forces to recover and re-establish the genetics of the polar bear on the island, with the aim of reintroducing the population. With the support of the U.S. Embassy in Kiev, three polar bears were sent to the island. On 2 October 2014, the program was launched as the project 'Polar Bear Island. The aim is to maintain the genetic variability of the population that would help prevent the collapse of the bear's gene pool due to inbreeding. d2c66b5586
