FortiWeb appliances usually have multiple disks. FortiWeb stores its firmware (operating system) and configuration files in a flash disk, but most models of FortiWeb also have an internal hard disk or RAID that is used to store non-configuration/firmware data such as logs, reports, auto-learning data, and web site backups for anti-defacement. During startup, after FortiWeb loads its boot loader, FortiWeb will attempt to mount its data disk. If this fails due to errors, you will have the opportunity to attempt to recover the disk.
Reset NVMe controller (soft reset of the device, a hard reset requires a full power cycle, hot plug, or system reboot). We saw the case of the firmware update where this command came in handy, but this can also be used.
This way, the guest would first attempt to boot from the disk scsi0, if thatfails, it would go on to attempt network boot from net0, and in case thatfails too, finally attempt to boot from a passed through PCIe device (seen asdisk in case of NVMe, otherwise tries to launch into an option ROM).
Besides the problem of format, importing disk images from other hypervisorsmay fail if the emulated hardware changes too much from one hypervisor toanother. Windows VMs are particularly concerned by this, as the OS is verypicky about any changes of hardware. This problem may be solved byinstalling the MergeIDE.zip utility available from the Internet before exportingand choosing a hard disk type of IDE before booting the imported Windows VM.
To be able to boot directly from the Cloud-Init image, set the boot parameterto order=scsi0 to restrict BIOS to boot from this disk only. This will speedup booting, because VM BIOS skips the testing for a bootable CD-ROM.
Disks, optical drives and passed-through storage USB devices will be directlybooted from, NICs will load PXE, and PCIe devices will either behave like disks(e.g. NVMe) or load an option ROM (e.g. RAID controller, hardware NIC).
Note that only devices in this list will be marked as bootable and thus loadedby the guest firmware (BIOS/UEFI). If you require multiple disks for booting(e.g. software-raid), you need to specify all of them here.

Now the switches boot up ok. I've set up a few 6880s before with no issue. I'm assuming this was user error on my part. Can anyone tell me why the switches booted they way they did and why ROMMON wouldn't let me view bootdisk:

Yes, switch successfully boots ios on reload. I don't have any boot statements in the config as yet (I'll add one just now), The ROMMON upgrade attempt seemed to clear the BOOT variable so I had to redo it. See below for output.

When I break into rommon I can't view the contents of bootdisk or issue boot commands (even after the rommon upgrade). The bug CSCtq26164 (for asr1ks) is the problem I'm having in rommon and the given workaround works for me (although I have to do this every time I break into rommon).
